ICD-10 NOT Being Delayed as Congress Passes the Medicare Access and CHIP Reauthorization Act

“Last year around this time Congress voted to delay ICD-10 as part of the Medicare Access and CHIP Reauthorization Act,” said Robert Moberg, CEO of ChiroTouch. “This year’s reauthorization did not include such language, which sends a signal loud and clear to all healthcare professionals – ICD-10 is coming and it’s not going to be delayed.”

In a landslide 392 to 37 vote, the US House of Representatives recently passed legislation that provides a permanent replacement to the Sustainable Growth Rate (SGR) that has vexed healthcare providers for more than a decade. The bill, H.R. 2, the Medicare Access and CHIP Reauthorization Act, did not include any references to ICD-10 implementation or an ICD-10 delay. Two weeks ago, the Senate followed suit, passing the bill in a 92 to 8 vote.

Healthcare experts agree that practitioners should not expect to see further implementation delays. With the October 1, 2015, implementation deadline a mere six months away, and with no overlap between ICD-9 and ICD-10 codes, it is crucial for practitioners to plan now to ensure they are ready for the challenges the ICD-10 transition is sure to bring.

Educational, clinical expert to lead College of Chiropractic

BLOOMINGTON, Minn.—Northwestern Health Sciences University has named Trevor Foshang as Dean of its College of Chiropractic, the largest of the university’s four core educational programs and one of the most respected chiropractic schools in the world.

foshang-trevor1Foshang begins his appointment Wednesday April 1. He comes to Northwestern with extensive experience in educational as well as clinical settings. Most recently, he was Chair of the Department of Clinical Sciences at Parker University in Dallas, where he also served as the Director of Radiology Residency, the Director of Clinical Radiology and taught as a professor. He has owned and operated two chiropractic clinics and a radiology consulting practice.

In addition, he has served as the President of the American College of Chiropractic Radiology. He holds a Doctor of Chiropractic Degree from Logan University in Chesterfield, Mo., and an Honors Bachelor's Degree in Kinesiology from Lakehead University in Thunder Bay, Ontario. He is pursuing his Doctorate in Education from Walden University in Minneapolis with a dissertation on higher education leadership and organizational culture.

“Northwestern has an integrated health care approach behind its brand of chiropractic, and that is what attracted me to the university,” Foshang said. “The patient’s needs are the primary focus. Once we determine needs, then we can decide the best approach to care, whether that is chiropractic, massage therapy, acupuncture or seeing another kind of health specialist. That approach is the perfect fit for me.”

Foshang’s work has included ensuring that health care higher education increases its responsiveness, innovation and commitment to quality at a time of change for both health care and higher education. He chaired the Quality Enhancement Program at Parker, a health and wellness university focused on chiropractic education.

“Trevor is passionate about building cohesive leadership and organizational strength in higher education, particularly at a time of change,” Northwestern President Christopher Cassirer said. “He believes Northwestern is positioned well to be a dynamic leader in health care education. We’re excited for him to join us.”

Foshang is a native of Thunder Bay and will relocate to the Twin Cities area with his wife, Shari, and two children.

Neuro element to feature strongly in Athens at WFC/ECU 2015

One of the rising stars of functional neurology has been announced as a key speaker at next year’s WFC Congress / ECU Convention in Athens titled The Alpha and Omega of Spinal Healthcare.

hodges-antonucci-haavikDr Matthew Antonucci MNeuroSci, DC is a 2009 graduate of Life University. His natural curiosity in the neurophysiological mechanisms of chiropractic spinal manipulation has led him to work extensively with the Carrick Institute of Graduate Studies, sponsor of his lecture and workshops in Athens. Having amassed nearly 4,000 hours of postgraduate study in functional neurology, Dr Antonucci’s particular interest is in traumatic brain injury and vestibular rehabilitation.

Dr Antonucci is the founder and former CEO of NeuroLogic Integrated Health Inc, a functional neurology, nutrition and rehabilitation centre located in Charleston, South Carolina. He will be presenting a 1-day pre-Congress Introduction to Functional Neurology, and a lecture and workshop on the subject of applying neuroscience to clinical practice in the main Congress program.

Also presenting on the first day of the Congress will be Professor Paul Hodges PhD DSc, a researcher in the School of Health and Rehabilitation at the University of Queensland. With nearly 400 publications to his name, Professor Hodges is one of the world’s leading researchers in the field of neuroplasticity. With Doctorates in Medicine and Science, he is the editor of the acclaimed text Spinal Control: The Rehabilitation of Back Pain and the author of numerous book chapters. His current work includes neuromotor control of movement and stability and the integration of neuroscience and biomechanics.

Neurophysiologist and chiropractor Dr Heidi Haavik will present her work on the neuromatrix as it relates to chiropractic adjustment and dysfunctional spinal segments. Dr Haavik is the Director of Research at the New Zealand College of Chiropractic and is a member of the WFC Research Council. She is also on the Editorial Board of the Journal of Manipulative and Physiological Therapeutics and is the author of The Reality Check, a book dedicated to exploring the effects of chiropractic adjustments on the brain and nervous system.

President of the World Federation, Dr Greg Stewart, commented on the presence of a session dedicated to neurological dimensions in chiropractic: “Much of the work being presented at our Athens Congress is truly at the cutting edge of research into the effects of chiropractic care. There has been an increasing focus on neurology as it relates to why chiropractic treatment works and the quality of the speakers during this session is second to none.”
